Only those who have some kind of deficiency or limitation are the ones who are taken care of. So, according to me, you shouldn’t take it personally. Regarding your departments and the issue of reservation quotas, this is how it works: whether it is in any district of Madhya Pradesh or anywhere else in the state, I know how it is calculated. You can go to your District Social Welfare Office or the District Collector’s Office—basically, the District Magistrate (DM). You can also meet your Social Welfare Director. Whatever reservations or assistance you need from the department, you can go there and discuss it with them. Now, for example, if you are an agricultural worker, doing farming, then your department is the Agriculture Department. You should stay focused on your department.
