If you definitely need a laptop, you can apply through the Social Welfare Department. You should go there and say that you need an assistive device. From there, you will get a form. On that form, you must get the doctor’s signature and then submit the application online. First, you will need to write by hand on paper what kind of disability you have—its type. For example, you will write that you are visually impaired. After that, you will be asked to mention the name of the assistive device you want. Since you are visually impaired, what would be suitable for you—there you can directly write “laptop.” After writing “laptop,” submit that form through the online application. Your application will then go directly to the Department of Empowerment of Persons with Disabilities. From their side, a laptop will be sanctioned, and it will come to your Social Welfare Department office. You will be called there by phone, and you can go and collect the laptop.
