Government welfare benefits are available to all persons with disabilities, not just blind individuals. To qualify for most schemes, a person should have 40% or more disability and a valid disability certificate issued by a Medical Board. People with blindness, locomotor, hearing, speech, and other recognized disabilities can receive benefits according to their eligibility.
