Story about importance of gram sabha

Narrator: As per your explanination schemes of central and State related to each and every individual, family of the village must be accomplished through gram sabha. To accomplish all these money is needed. From where this money comes. Please tell us about this. Kaliappan: Other than monetary benefits given by Central and State Govts, gram panchayath has the right to collect direct tax. House tax, Property tax, business tax, library tax,  all these tax will be directly collected by village panchayath and they will use it for panchayth works. In the same way taxless revenue like water tax, business ownership tax, ownership tax for building or house, plan approval tax, Wood yield tax, Contract fee. There is third thing called Compiled financial income. In this stamp duty, entertainment tax, Thoosi Patta for those who hold teak tree, sandalwood tree. All these 2 taxes namely income tax, Tax-free income,  Compiled financial income through this Central and State Govt gives money to our villages. Other than this, Central and State Govts gives direct subsidy to village panchayaths. Central finance commission fund, State finance commission fund, State Govt's Project funding, this will gives funding for construction of toilets, water pipe for our village, water tank construction, for all basic necessities of our village and for the development of village we are getting Project funding as per the suggestion of Central and State Govt's finance commissions. Hello everyone. Going to upcoming gram sabha by knowing about 15th Finance Commission is very much important. It sad that during corona lockdown times TN govt didnt give 15th financial commissions and 5th state financial commission to village panchayaths. Maximum all the villages do the development works of their village and giving the salary of the staffs with this fund. 1st instalment of 15th commission of Rs. 901.75 crore has been given to TN on June 15th. Within 10 days of receiving this fund state Govt must release the fund to village panchayaths. If it has not been released the laws says to give proper interest amount. But shocking fact is till now panchayaths have not received this fund. Without fund panchayath representatives and struggling and going behind collectors and coming on roads to protest. So 15th Finance Commission fund and 5th Finance Commission fund should be given to village panchayath without any delay.

Narrator: Sir, please tell us whether this gram sabha is there so that public can give their suggestion and participation or this is conducted to implement the schemes of central and state Govt? Kaliappan: Central and state Govts have given the responsibility of implementing welfare schemes to village panchayath. For example THAI - Tamil Nadu Village Habitation Improvement Scheme, Chief Minister's Solar Powered Green House Scheme, Comprehensive School Infrastructure Development Scheme, Indira Gandhi Memorial Housing Scheme, Mahatma Gandhi National Rural Employment i.e 100days work scheme, Rural Building Maintenance and. Renovation scheme, Self-sufficiency program, Rural Infrastructure Project, Integrated women's health program, Integrated Men's Health Care Program, Solid Waste Management Plan, Individual Toilet Projects, schemes recognized by central financial ministry, schemes recognized by state financial ministry, New life scheme, Tamil Nadu Women's Welfare Development scheme, Pradhan Mantri Gram Sadak Yojana, NABARD Rural Infrastructure Development scheme, Rural Roads Maintenance scheme, National bio gas plant, to implement all such scheme central and state Govt's have given the responsibility and recognition to village panchayaths. Village panchayaths should do these works. Where to implement how to do this giving all such suggestions the duty of every villager. Selecting proper beneficiaries for such schemes is also gram sabha. So we citizens should take part in gram sabha and help in the development of our village. Gram sabha happens 4 times in a year. So it is said that treat it as you are going to temple. And take part in your villages gram sabha. Schemes give n by Govt to your village will be told in gram sabha. There they implement it. So taking part in gram sabha is everyone's responsibility. Narrator: Your interview makes me think of an elephant which is begging without knowing its power. Narrator: Please tell us about what all village development scheme can we get through gram sabha. Kaliappan: Every village who has voting right is responsible for the development of the village. asic needs of villages like water facility, electricity, road, medical facility, street light maintenance, fixing street light, upgrading schools, setting play ground, cleaning lake planning all these is the objective of gram sabha. Our contribution should be there for our village development. So villagers must take part in gram sabha. Youngsters believe that vwith gram sabha they can make their village as self sufficient village and they can bring all the welfare schemes. And for that they are working too. Humble request to all villagers is, so many times we visit temples. Thinking as going to temple on special occasion, please go to gram sabha on these 4 days. For the development of villages and get welfare schemes and also for the development of individual this gram sabha plays a vital role. Client: Another 3/4 kg?? Why? VM: Now you asked me whether the dog's owner should pay if the dog takes the mutton For that I will take Rs.1000 as consulting fees. So Rs.400 for half kg mutton and give 3/4 kg mutton for remaining Rs.600. Ok?? What are you looking at? Client: This is fraud! So far i was thinking giving leave on October 2nd Gandhi jayanthi and asking people to attend gram sabha is injustice. But only now I am realising that a fraud person like you should have planned for it. VM: Hey wait man!! Why are you scolding all. Who takes care of income and expenses of your house? Client: Me. VM: Now if you have to build a house or admit you child in a good school, for such emergencies if you have to take loan who will decide it? Client: Thats also me only. VM: Wont you consult with anyone at home? Client: Sir, if I do all these without discussing at home, my wife will stone me. Ok Why re you asking all these?? VM: Just the way your family decided for the income and expenses of your house, even village is just the same. Village is also a family. Every villager is a member of this family. So just like your family, even for this family all members should sit, and discuss about the income and expenses and growth. Client: Yes. VM: Thats why gram sabha is conducted. This gram sabha meeting held on leave days because other days people shouldnt give false excuses like they didnt get leave and they will skip the gram sabha meeting. So gram sabha is conducted on 4 national holidays. Client: Oho. So far i ws not aware of this sir. VM: We should sit and plan what we want. Client: Yes yes. VM: Then you should attend the meeting or not? Client: Whole village should come and attend the gram sabha meeting. VM: correct!! Client: Now whatever you have told i will tell this to whole village and make everyone to attend gram sabha meeting. VM: Super. Client: Shall I tell in that meeting about your dog stealing half kg mutton and you asked for another 3/4 kg mutton?? VM: How much for half kg?? Client: 400 VM: I will give Rs.500. Narrator: In gram sabha villager, panchayath officials and Govt officials are taking part. Also you shared the objective of gram sabha. Now tell us what are the duties of gram sabha. Kaliappan: Approval for the schemes related to the development of village will be done in the gram sabha meeting. Also approval for annual income and expenditure will also be done there. Also selecting the beneficiaries for the schemes of Govt should also be approved in this meeting. Review of the schemes will be done in this meeting. Villagers should come forward voluntarily and this is the place where people will be motivated to give their contribution as money, product or as effort for the development of village. So all villagers should take part in this gram sabha and help in the development of our village. Narrator: Mr. Kaliappan will continue to be with to clear more doubts about gram sabha. Narrator: What is the purpose of gram sabha? Kaliappan: Involving villagers in the growth of village by making them take part in Planning, Implementation, Supervising, and build the reliable Panchayat administration. Any villager who has the voting right can take part in gram sabha and no one can stop it. It helps to form a responsible management. A public forum where all voters can take part. Village level planning and executing it properly, encouraging direct participation, finding out the ways to increase the funding for village. Social harmony takes place when join together. Choosing the proper beneficiaries for the scheme. Preparing ways for social auditing. Forming such gram sabha is the main responsibility of every panchayath head. Narrator: Please tell us what law says about who can attend gram sabha meeting. Kaliappan: Under section 3, Public announcement via bands or pamphlets about where gram sabha meeting is happening, when is it happening, should be given to people. 1/10 of the total population should be present in the gram sabha meeting. If there are 10000 people in a village. Minimum 300 people should attend the meeting. If the population is 500, minimum 50 people should be present. If there are 500 to 3000 people then minimum of 100 people should take part. If the population is from 3000 to 10000, 200 people should take part. Only if they take part it will be recognised as gram sabha meeting. Collector will appoint a Govt official. Within 3 days of the meeting, copy of decisions made in the meeting should be sent to Dist collector. Under section 9- decision taken in a gram sabha should be read in net gram sabha meeting and continued actions must be taken. Actions taken on the decisions should be read. Hello everyone. We all know that gram sabha is conducted 4 times in a year. Our cell phone radio is constantly insisting people to attend it. Usually with whatever knowledge about any subject we think its only that much. If we take gram sabha we think it happens 4 times in a year, we should attend it and put forth our requests. Thats what we know. But when we spoke to Kaliappan from Nallorvattam, we got to know that we know very little about gram sabha. And there is alot more things which we need to know. Here is the interview with Kaliappan to know what we dont know. Narrator: Hello sir, welcome to NK radio. Kaliappan: Hello everyone. I am Kaliappan from Nallorvattam. Narrator: Sir, what is Gram sabha and please explain us about it. Kaliappan: As per Indian political system sec 143 (A) and (U), 73rd Indian constitution amendment act 1992, TN Panchayath Raj act 1994, gram sabha is one of the main elements. As per the amendment act it is a law that gram sabha should be conducted in every village. Narrator: Who all can take part in this gram sabha meeting? Kaliappan: All the eligible villagers who are listed in the village voter list. Earlier days if there is a problem in village, all the villagers will have common meeting and discuss about solving the problem. How to clean the lake, fixing the canal route, or even if its about digging a well, village meetings was held in olden days. Public announcements will be made about taking part in the meeting. Once everyone come, they talk about this problem. After hearing from different people they will check the expenses, where to dig, who all should be brought, where all the permission should be taken, everything will be decided in the meeting and they will start the work. They will finish the work as they have planned. Gram sabha is the base of Democracy. This gram sabha is an audit with the Constitution. Indian constitution has recognized gram sabha.
