So listen, when you apply online, you can submit your documents either to your Station Master in your district or directly to the DRM (Divisional Railway Manager) office. For example, if you're from Saharanpur, you can visit Lucknow, or even Kanpur, to submit your documents—both cities have DRM offices. Once you submit the documents and receive the acknowledgment, you can immediately get your temporary e-card, and start availing government facilities provided by the central or state governments through the railways. This means whatever benefits are designated for you via the railways, you can access them. Now, coming to the original (physical) e-card—it will be sent to your home within three months via postal service.
