Hello. Some SIM shops may refuse to issue a SIM card to a visually impaired person, but others do provide it. I was able to get a Vi (Vodafone Idea) SIM despite being blind. If one shop refuses, try another shop or visit the company's official store. If I get any more information, I will share it.
