Yes, it will be troublesome, there might be some difficulties, but the documents can definitely be recovered. Even if someone doesn’t have anything at all, and they say, "I studied at such-and-such place" or "my ration card was made at such-and-such location," then with the help of an affidavit and a few other methods, documents can still be retrieved.
