Dear listeners today Janhit vaani is going to provide information on the Constitution (74th Amendment Act) and people’s participation in urban governance. The 74th constitutional amendment act mandated India’s setting up and devolution of powers to Urban local bodies (ULBs) or city governments as the lowest unit of governance in cities and towns. The 74th Amendment Act was introduced in the year 1993. This Amendment Act was built upon the premise that all ‘power’ in a democracy rightfully belongs to ‘the people' The Act seeks to provide a common framework for the structure and mandate of urban local bodies to enable them to function as effective democratic units of local Self Government. Now I would like to say about the main provisions of the Act – Three Tier Systems - new part relating to the Urban Local Bodies in the Constitution to provide for-(a) constitution of three types of Municipalities: (i) The law makes it a three-tiered system for the urban local self governance (ii) For each assigned area there is one Municipal corporation, which is established in the country because of urbanization (iii) Municipal Councils for smaller urban area (iv) Municipal Corporations for larger urban areas. The processes of identifying these urban areas are: I. Population of the area II. Demographic of the area III. How much revenue is likely to be collected for the management of self governance IV. The number of people employed in non-agricultural sectors V. Shradha clinic: Scheduled group health centers, subdivisions, and district main health centers are free of charge with information and advice on various health problems of adolescents. Weekly Iron and Folic acid supplementation program: Iron and folic acid tablets are given once a week at each school and aganwadi center to prevent anemia. Menstrual hygiene Scheme: At the rural level, adolescents girls are provided with low-cost (Rs 6/- per pack) napkins (“KHUSI”) through Asha workers. Along with this 181 Womens helpline works to facilitate crisis and non-crisis intervention through referral to the appropriate agencies such as Police/Hospitals/Ambulance services/ District Legal Service Authority (DLSA) Social Welfare Office and Supporting Institutions/One Stop Center (OSC). 181 Womens helpline also provides information about appropriate support services, existing government schemes and programmes available to the woman affected by violence, in a particular situation within the local area in which she resides or is employed. The womens helpline provides information on women empowerment and women safety related all laws, existing schemes and programmes. If any woman or her representative calls the women helpline for any information then the women helpline in addition with providing information and also connects them with the assigned department to get the benefit of the schemes. Sir, Namaskar and welcome to our Janahit Vani programme . Our listeners have waited to listen from your voice about Madhubabu Pension Scheme. What will you say ? I am sanyasi Kumar Behera. I am working as a district social security officer in the state government’s Social Security & Empowerment of Persons With Disabilities Department. Today I am going to tell you about Madhubabu pension scheme. Madhubabu pension scheme is a popular scheme of Odisha government .it was introduced in 2008 january 1st through out odisha. It covers PWDs, old age persons of 60 years of age and above with aadhar and voter cards having age proof, Transgenders. Along with this single women who have attained 30 years and above, widow (irrespective of age), women separated from husband with proof, AIDS affected patients with medical certificate as proof a leprosy cured patient with visible signs of deformity and having medical certificate In case of Disabled one should have certificate proving 40 percent and above disability, one can get monthly pension of rs 500/-. The old aged persons of 60 years and above are also entitled to get rs 500/- as pension . if a person has 60 percent or above disability then he/she is entitled to get rs 700 as monthly pension.If an old aged person is 80 and above years of age and has 60 percent and above disability then he /she is entitled to get the highest rs 900 per month as pension. In Odisha under this scheme 50 lakh beneficiaries are covered. Now one can apply online for this scheme in the website www.ssepd.gov.in . to apply online one needs one needs residence certificate, income certificate proving monthly income of 5000/- or less, age proof (in case of old aged person), disability certificate showing 40bpercent or above disability (in case of PWD), independent Idendity card from ssepd dept (in case of transgenders), medical certificate in case of HIV AIDS Patients. If you reside in rural areas submit your application to panchayat executive ooficer in the Panchayat Office. If you reside in urban area, submit it to the municipal executive in Municipal corporation office. After the verification it will move to the tahsil office for verification of residence proof. Then the application will go to SSSO Officer ie Sub-divisional Social Security Officer for further verification.
