Narrator: What is the purpose of gram sabha? Kaliappan: Involving villagers in the growth of village by making them take part in Planning, Implementation, Supervising, and build the reliable Panchayat administration. Any villager who has the voting right can take part in gram sabha and no one can stop it. It helps to form a responsible management. A public forum where all voters can take part. Village level planning and executing it properly, encouraging direct participation, finding out the ways to increase the funding for village. Social harmony takes place when join together. Choosing the proper beneficiaries for the scheme. Preparing ways for social auditing. Forming such gram sabha is the main responsibility of every panchayath head. Narrator: Please tell us what law says about who can attend gram sabha meeting. Kaliappan: Under section 3, Public announcement via bands or pamphlets about where gram sabha meeting is happening, when is it happening, should be given to people. 1/10 of the total population should be present in the gram sabha meeting. If there are 10000 people in a village. Minimum 300 people should attend the meeting. If the population is 500, minimum 50 people should be present. If there are 500 to 3000 people then minimum of 100 people should take part. If the population is from 3000 to 10000, 200 people should take part. Only if they take part it will be recognised as gram sabha meeting. Collector will appoint a Govt official. Within 3 days of the meeting, copy of decisions made in the meeting should be sent to Dist collector. Under section 9- decision taken in a gram sabha should be read in net gram sabha meeting and continued actions must be taken. Actions taken on the decisions should be read. Hello everyone. We all know that gram sabha is conducted 4 times in a year. Our cell phone radio is constantly insisting people to attend it. Usually with whatever knowledge about any subject we think its only that much. If we take gram sabha we think it happens 4 times in a year, we should attend it and put forth our requests. Thats what we know. But when we spoke to Kaliappan from Nallorvattam, we got to know that we know very little about gram sabha. And there is alot more things which we need to know. Here is the interview with Kaliappan to know what we dont know. Narrator: Hello sir, welcome to NK radio. Kaliappan: Hello everyone. I am Kaliappan from Nallorvattam. Narrator: Sir, what is Gram sabha and please explain us about it. Kaliappan: As per Indian political system sec 143 (A) and (U), 73rd Indian constitution amendment act 1992, TN Panchayath Raj act 1994, gram sabha is one of the main elements. As per the amendment act it is a law that gram sabha should be conducted in every village. Narrator: Who all can take part in this gram sabha meeting? Kaliappan: All the eligible villagers who are listed in the village voter list. Earlier days if there is a problem in village, all the villagers will have common meeting and discuss about solving the problem. How to clean the lake, fixing the canal route, or even if its about digging a well, village meetings was held in olden days. Public announcements will be made about taking part in the meeting. Once everyone come, they talk about this problem. After hearing from different people they will check the expenses, where to dig, who all should be brought, where all the permission should be taken, everything will be decided in the meeting and they will start the work. They will finish the work as they have planned. Gram sabha is the base of Democracy. This gram sabha is an audit with the Constitution. Indian constitution has recognized gram sabha. Classes are taken in TV but we cant attend on time. And since they are taking classes very fast i am not able to understand anything. Unable to note it down. If corona was not there we should have met our friends and we can understand the subject and learn. We should have written quarterly exam and we should have got leave. It will be good if this corona gets over. we are safeguarding ourselves in this corona time by wearing mask, maintaining social distancing and washing hand. Vizhithugal helped us by giving napkins, healthy food. This is Palani bharathi. There is no India without villages. Villagers are the soul of India. India will no more be India if there is no villages. This will lose its aim in global level. Its been more than 6 decades that Gandhi told this. But the angle in which Gandhi has told, is still remains the same. The rulers may not like it, Govt may wish that let all the villagers lead a nomadic life in cities. But even now villages are the life of India. Even India is moving in that direction. Today you may live in any metro city, but if you go 30 miles you will find a village. Yes!! India lives in villages. But what is the status of villages??!! Definitely its not in happy state. Not slowly, but in much faster way its losing its beauty. Who is responsible for this? Govt? or Officers? or corrupt politicians? No!! Definitely not!! If we are giving such answers it means we are cheating ourselves. We are responsible for this!! yes it we!! Our ignorance is the main reason for this!! We are ignoring villages. In straight words, there is no opportunities in villages. We think what will happen if it is demolishing. We believe that living in cities is pride. So we are ignoring villages. But lets not forget 1 thing. Villages are the roots. if we fertilize the root, it will spread across the branches and grows strong. As per the latest census, almost 70% of people are still living in villages. Now you may live in city, you may enjoy all the facilities given by it. Go to your villages. Do take part in gram sabha which is happening there. Talk to your people there. Discuss with them and put-forth the things which are necessary for that villages growth. If the liquor shop in your village is destroying you villages lifeline, then make them to take decisions against that liquor shop. Make them to take decisions to dig and clean the lakes and river areas in your village. How much have you spent for your village? whether it has been spent properly? Check it and be part of social auditing. Without knowing what is needed for people, Govt is just stuffing unrelated thing. Dont allow for it. Use this gram sabha to give what is need for your village. Growth doesnt come from top, it comes from root. Work in its roots. Thank you
