As the first part of it, today member of Marxist communist party Ms. Saroja is here to tell about her requests for this election. Saroja: More than 1.4 crore farmers are protesting against agriculture bill which was introduced by BJP Govt. Central and state Govt says it safeguards the farmers. But farmers are protesting against this. Before implementing any law the Govt should discuss with officials or people who are related to that field. But regarding this law it was not discussed in parliament. it was all about the initiative taken by Modi Govt. Due to this law the price of all essentials and food materials will increase. All cooperative sectors will be closed. Corporate unit will store the food material and bring the scarcity of materials. This will lead to high price. As Part of Govt not buying the food materials provisions will not be available in ration shops. So farmers will not get the fair price. Poor will not get provisions via ration shops, Govt says storing of food product id correct. This will lead to high cost. So farmers who are protesting in Delhi said that they will protest till the law is withdrawn. This protest should win. All people should support this. Pandiyammal: People who are working in anganwadi from last 25 years should be made as permanent workers. Promotion should be given to helpers once in 5 years. Rs.25000 should be given as salary. Assistants should be given Rs.15000. Retired anganwadi workers and helpers should be given health insurance card. Succession work should be given. Dist collector should pass order to fill vacant Anganwadi posts. I request Govt to give job without asking bribe. ValliMuthu: 4 people have said that there are 44 labour laws and gave correct answer. Note one thing, everyone said 4 laws each as if they have discussed. P1: May be they are thinking let our Vallimuthu bro tell about these 4 labour laws first. VM: hmm May be!! P1: Today explain about one law. VM: Ok!! Lets see in the order!! P1: Which is the first law passed in Indian law? VM: Factory Act, 1881 P1: OMG!!! Almost 140 years old law. VM: This first factory act banned working of children below 7 years. P1: What are you saying? So children less than 7 years also went for work? VM: They were made to go to work. Thats why the law has been introduced. 9 hours work for children till the age of 14 years. 1 day weekly off. All these are the victories of the act introduced in the years 1881. P1: Very good victory. Tell me the next law. VM: The next law was introduced after 10 years. That is in the year 1891, factory act amendment. As per that act, working hours for women is 11 hours. P1: 11 Hours??? VM: Wait!! For men it was 12 hours. This is what the law said. But no one obeyed it. P1: The law was for name sake and took work from them!! VM: Yes!! P1: When did this 8 hours work Act was passed? VM: After the freedom of our country. P1: When we got freedom for our country? VM: This week's question is when did our country got freedom. Interviewer: Interview with Mr. Ponnusamy about new labour code continues. Lets hear that. Ponnusamy: Things related to appointing and terminating the employees has been made easy. Earlier companies with more than hundred employees cannot terminate workers without prior notice. Now the limitation has been extended to 300. Now companies with less than 300 employees can terminate the workers whenever they want. Earlier companies with less than 100 workers are not necessary to maintain the work timing of the workers. Now the limitation has been extended to 300. Also workers protesting against the company has made difficult. Limitation of appointing contract staffs has been increased. Those who are supporting this amendment say that with this new labour code, work opportunities will increase and investment will increase. But the field reality is different. The existing policies has been already implemented by Gujarath and Rajasthan ew years back. But job opportunities were not created in much quantity. Rather, survey says that joblessness, work exploitation has increased. In Indian Employment Framework, 90% Informal works take part. only 10% works are organised works. In this situation, this new laws will make organised work into unorganised works and it will increase the work exploitation. Already Indian companies are not following labour properly. Many labour laws are just for name sake. With this new laws, name sake laws will also be taken off. Ramasamy: So, it means earlier labour laws were atleast for name sake. P1: Yea, so employers were atleast scared of something. Ramasamy: But now, with new labour laws employers are allowed to do whatever they want. P1: Yes!! Ponnusamy sir is saying the concept of organised labours will vanish one day!! Ramasamy: Its not a structure then, its a hindrance!! P1: Thats all!! Now the question is what are we going to do? Ponnusamy: 1st is, Industrial relations act 2020, 2nd is, social security act 2020, thirdly, workplace safety and health act 2020. Central Govt has passed these 3 bills. P1: Is this law applicable to the whole nation? Ponnusamy: Labour rules changes from State to State. There are hundreds of laws in State and More than 40 laws from Central Govt. These laws has few flaws and difficulties. To make them easy 29 Central laws have been brought under 4 legal headings. Ramasamy: Sir, Ponnusamy sir is saying something like 3 bills and all. Please ask him to explain. Interviewer: Sir, Ramasamy is saying he is no ale to understand it. So please tell what are the things involved in this bill and what this law says. Ponnusamy: Under this bills - Giving salary, bonus, equal wages comes under salary scheme. Labour unions, terminating from work, work appointment comes under Industrial relations. PF, ESI, insurance, compensation comes under social security scheme and Workplace safety comes under Workplace safety and health act. In this wage bill was fulfilled last year and remaining 3 bills have fulfilled this year. These bills are welcomed by Industrialists and resisted by labours. If we go to book shop we get to see biography, auto biography, cook books etc. My confusion is about cook books. No one who knows to cook will ever buy the books. And even if they buy we dont know how many of them are cooking by seeing that book. So far I have bought 20-30 books for my home. Not even once my wife has cooked by seeing that book. Why am I saying this? There is a reason. There is a connection between cook book and law. We will know about the law only when we face particular problem and go to court and law. Just like cook book it was not used. In India there are 44 labour laws. in the year 1989, child labour abolition act was introduced. According to that law if a person appoints child labour he will pay fine of Rs.20000 and go for imprisonment for 7 years. If we use a bioscope and search how many people have been arrested under this act, there is no one. Its just a law in the book. How far is it used. when all of us were stuck at home in this corona, 44 labour laws were made as 4 labour codes by Central Govt. What is the emergency of this now?
