Narrator: What is the purpose of gram sabha? Kaliappan: Involving villagers in the growth of village by making them take part in Planning, Implementation, Supervising, and build the reliable Panchayat administration. Any villager who has the voting right can take part in gram sabha and no one can stop it. It helps to form a responsible management. A public forum where all voters can take part. Village level planning and executing it properly, encouraging direct participation, finding out the ways to increase the funding for village. Social harmony takes place when join together. Choosing the proper beneficiaries for the scheme. Preparing ways for social auditing. Forming such gram sabha is the main responsibility of every panchayath head. Narrator: Please tell us what law says about who can attend gram sabha meeting. Kaliappan: Under section 3, Public announcement via bands or pamphlets about where gram sabha meeting is happening, when is it happening, should be given to people. 1/10 of the total population should be present in the gram sabha meeting. If there are 10000 people in a village. Minimum 300 people should attend the meeting. If the population is 500, minimum 50 people should be present. If there are 500 to 3000 people then minimum of 100 people should take part. If the population is from 3000 to 10000, 200 people should take part. Only if they take part it will be recognised as gram sabha meeting. Collector will appoint a Govt official. Within 3 days of the meeting, copy of decisions made in the meeting should be sent to Dist collector. Under section 9- decision taken in a gram sabha should be read in net gram sabha meeting and continued actions must be taken. Actions taken on the decisions should be read.
