The 74th constitutional amendment act mandated India’s setting up and devolution of powers to Urban local bodies (ULBs) or city governments as the lowest unit of governance in cities and towns. The 74th Amendment Act was introduced in the year 1993. This Amendment Act was built upon the premise that all ‘power’ in a democracy rightfully belongs to ‘the people' The Act seeks to provide a common framework for the structure and mandate of urban local bodies to enable them to function as effective democratic units of local Self Government. Now I would like to say about the main provisions of the Act – Three Tier Systems - new part relating to the Urban Local Bodies in the Constitution to provide for-(a) constitution of three types of Municipalities: (i) The law makes it a three-tiered system for the urban local self governance (ii) For each assigned area there is one Municipal corporation, which is established in the country because of urbanization (iii) Municipal Councils for smaller urban area (iv) Municipal Corporations for larger urban areas.
